Although all schools make progress, underperforming schools may advance more slowly due to factors such as teacher and leadership turnover rates, inconsistent PLC implementation, lack of district-level support and resources, insufficient focus on data analysis and targeted interventions, and persistent negative school cultures and low expectations.
